NEW YORK STATE COOPERATIVE AGREEMENT WITH USDA
NATIONAL ANIMAL IDENTIFICATION SYSTEM - FY 05-06

Work Plan and Budget

The New York State Department of Agriculture and Markets (NYSDAM) is currently engaged in implementing the first part of the NAIS. Extracts of premises information currently held by NYSDAM are being used to construct batches of information to submit to the National Premises Identification Number (PIN) Allocator for premises registration and PIN assignments.

In New York the registration of premises by a large "batch lot" submission process is not working as we had hoped. The first batch of 1027 equine premises was registered with an 88.3% success rate in the late winter 2005. 907 Federal Premises Identification Numbers (PIN's) were assigned and 120 exceptions were generated. When putting together the batch of cattle premises for submission we leamed that a large portion of the premises in our data base lacked part or all of the telephone contact information required to register them. As a result we are collecting the missing pieces of information to construct batches of premises which will be submitted for federal PIN's.

NYSDAM anticipates being able to register most of the 20,000 premises located in New York which manage or hold animals during the timeframe of the FY'05 Cooperative Agreement. NYSDAM personnel are coordinating this process and processing exceptions using the Standardized Premises Registration System (SPRS) on an individual basis to insure consistency within this program. Non-Producer Participants in animal industry will also be enrolled in this phase of the program using the same process. The Appendix A (Cooperative Agreement Accomplishment Report Summary Format) will provide the framework for the quarterly reporting required by this Cooperative Agreement. Items reported will include updates of the total number of premises and Non-Producer Participants which have been presented for registration and PIN assignments using the batch method, the number of exceptions, which have been processed and the number of successful registrations. By the completion of the first quarter of FFY 2006 NYSDAM expects to present all premises in its database for registration as part of a batch lot submission process. Registration of first round exceptions using the SPRS and the presentation of previously unknown premises for PIN assignments will be spread throughout the year.

As NYSDAM continues to facilitate the National Animal Identification System (NAIS) implementation in New York it is imperative that stakeholder education efforts continue to increase the understanding and acceptance of the program and its goals. To better address this need NYSDAM proposes to dedicate one full time equivalent (FTE) position to increasing the dialog between NYSDAM and all other individuals and groups which are affected by NAIS in New York. This person would be responsible for meeting with producer, industry and consumer groups to promote NAIS, answer questions, and help facilitate implementation of the system. Outreach activities to NAIS stakeholders will be reported using the Appendix A (Cooperative Agreement Accomplishment Report Summary Format). The Appendix A report will provide a breakdown of activities completed by the NAIS Field Coordinator and those completed by other staff.

The implementation and maintenance of NAIS will create a significant increase in clerical work to help coordinate the program. In anticipation of this increased work load NYSDAM proposes one FTE clerk to be dedicated to NAIS. This person's duties would include the registration of new premises and exceptions, using the SPRS in addition to working with the receiving and storage AIN and animal tracking information and transmittal to the National Data Repository as needed. The cost of obtaining Animal Identification Numbers (AINs) and identifying animals before they enter commerce will be borne by producers as this second piece of the National Animal Identification System (NAIS) is implemented. Ongoing producer education and possible marketing incentives brought about by increasing consumer awareness created by consumer group activity and large food corporation activity should help speed AIN implementation.

The capability for the automated tracking of animal movement from one herd to another and on to slaughter is currently limited in New York. Given the volume and ease of animal movement which occurs in New York NYSDAM proposes to identify livestock markets with the largest volume of animal movements and partner with them to get elements of an animal tracking system in place long before the January 2009 date for full implementation of NAIS. The placement of stationary, single file, non-restrained RFID scanning systems in markets that agree to establish a mechanism to electronically record and transmit animal movement data to NYSDAM has been identified as project to help build infrastructure and aid in full implementation of NAIS on or before January 2009 in New York.

Items reported will include the total number of premises and Non-Producer Participants which have been presented for registration and number assignments using the batch method, the number of exceptions which have been processed and the number of successful registrations.
